Florida Laws and regulations On Disposal Of Construction Material

Florida law precribes the proper disposal of construction waste.


Construction and demolition of a building or dwelling can yield voluminous amounts of waste, such as scraps, debris and other leftover materials. Florida law requires certain measures and care be taken with the removal, recycling or destruction of these materials. The methods for disposal depend on the nature of the debris.


Construction and Demolition Debris


Florida law defines construction and demolition debris as any discarded materials that are not water-soluble or hazardous. For example, steel, glass, brick, copper pipes, asphalt roofing materials, lumber, gypsum, wallboard and concrete are considered construction and demolition debris under Florida law. Removed vegetation, such as rocks, trees, soil and other plant matter is also deemed construction demolition and debris. All construction and demolition debris in Florida must be recycled or disposed of. Whether an item is to be recycled or disposed, depends on the nature of the material.


Recycle


Florida law requires all construction and demolition debris items that are available for recycling, such as metal, glass, paper and plastic pieces be turned into a recycling center for recycling.


Disposal


All construction and demolition debris that cannot be recycled must be turned into a disposal center such as a solid waste management facility, according to Florida law. Disposal centers must have a permit issued from the Florida Department of Environmental Protection and must break the materials down until they are no-longer solid waste. The resulting debris will then be transferred to the appropriate facility, depending on the type of material.
