Tennessee Waste Recycling Rules

Tennessee developed new recycling regulations in the early 90s.


1991 was a year of change in Tennessee. Eighty percent of class one landfills within the state were filled to capacity. In response, Tennessee general assembly developed new waste management legislation.


Planning Board


Regional solid waste planning boards develop ten year plans to improve solid waste management in Tennessee. The board does not enact plans but does approve applications submitted by solid waste facilities and makes recommendations for appropriate courses of action. There are sixty-eight Tennessee planning boards.


Waste Authorities


Part nine solid waste authorities implement regional solid waste programs. The companies can be independently owned and operated. Unlike planning boards, waste authorities can sue and incur debt. Part nine authorities are an optional party in Tennessee solid waste management.


Goals


Tennessee class one landfills must be reduced by twenty-five percent. Strict disposal laws are in place for tires and other household items. Waste collection centers set aside items deemed to be in good condition and make them available to the general public. These actions assist in reducing landfill volume.
